He was born on December 12, 1923 in Lumberton, NC to the late Martin Luther and Cammie Lowry. He received his early education from Deep Branch School and Pembroke High School, where he graduated in 1940.

Otis, during these early years knew he wanted to pursue medicine and with dedication, drive, and hard work graduated from

Pembroke Normal School in 1941. He then received a B.S. in Chemistry and a minor in Biology from Lynchburg College in 1949. His post graduate work continued at the University of Virginia where he earned his M.ED.degree in 1952 and earned his Doctorate of Medicine from the University of North Carolina in 1956. Otis served his country from 1943 – 1946, when he was drafted into what was then, the Army Air Force.

After graduation, Otis began his medical career as a family practice physician in Franklinton, NC from 1957 – 1960. He then moved to Spring Hope, NC in 1960 and joined Dr. Julian M. Warren to form the Spring Hope Clinic where he practiced medicine and cared for patients locally as well as in Knightdale, NC. Otis retired in 2012 after 55 years of practice. He felt his medical practice had been a fulfilling and rewarding experience with more than his share of loyal patients.
